The Providing Accountability Through Transparency Act previously gained Senate approval and will now head to the President’s desk for signature. The legislation requires each government agency, in providing notice of a rule making, to include a link to a 100-word plain language summary of the proposed rule.

Additionally, the measure stipulates plain language summaries must be made publicly available online to ensure all Americans have access and understanding of the regulations imposed on them.

“The federal government produces hundreds of rules, regulations and laws every year,” Leutkemeyer said via a statement. “And most of these government agencies unfortunately have a habit of creating long-winded and convoluted rules that frankly don’t make sense unless you’re an expert in that field.”

Leutkemeyer said small businesses should be able to remain focused on creating jobs and economic growth in their communities. The bill serves as “a straightforward solution providing much-needed regulatory clarity,” he said.

Luetkemeyer initially introduced the legislation in December 2014. U.S. Sen. James Lankford (R-OK) introduced the Senate companion, which advanced in June 2023.
