Rucker named to Federal Home Loan Bank of Atlanta board

Federal Home Loan (FHL) Bank of Atlanta elected John Rucker to fill the independent directorship vacancy on its board of directors, and re-elected its current chairman and vice chairman to new two-year terms.

Rucker, the managing director of Stifel, Nicolaus & Company in Montgomery, Alabama will serve a three-year term effective Jan. 1, 2017. Rucker is a founding partner of Merchant Capital, which merged with Stifel in 2015. At Stifel, Rucker manages the affordable housing business and has a very active national practice. He also sits on the board of directors of the National Housing & Rehabilitation Association and is a past member of Fannie Mae’s Southeast Regional Housing Advisory Council and National Housing Impact Advisory Council.

Before being named to the FHL Bank of Atlanta’s board of directors, Rucker was chairman of the bank’s Affordable Housing Advisory Council.

F. Gary Garczynski was also re-elected chairman of the FHL bank of Atlanta’s board of directors.  Garczynski is president of National Capital Land and Development in Woodbridge, Virginia. He has been on the FHL Bank of Atlanta’s board of directors since 2007 and has been chairman since 2015.

Richard Whaley, chief executive officer and director of Citizens Bank of Americus in Americus, Georgia, was re-elected vice chairman of the board. Whaley has been on the board since 2013 and has served as vice chairman since 2015.
