The House Committee on Small Business recently advanced five bills to the full House of Representatives for consideration.

“The bills passed out of the Committee build on the momentum created by President Trump’s pro-business policies,” said U.S. Rep. Roger Williams (R-TX), chairman of the committee. “Members on both sides of the aisle have delivered for small businesses across America by revitalizing American manufacturing, safeguarding taxpayer dollars, and encouraging investments in rural areas and critical technology. Together, with the Trump Administration, we are ushering in the Golden Age of Main Street America.”
H.R. 2066, the Investing in All of America Act of 2025, would incentivize Small Business Investment Company programs to provide additional capital to the manufacturing sector, rural areas, and critical national defense technologies.
H.R. 3174, the Made in America Manufacturing Finance Act of 2025, would increase the loan limit for small American manufacturers under the Small Business Administration’s (SBA) 7(a) and 504 lending programs to $10 million.
H.R. 4491, SBA IT Modernization Reporting Act of 2025, would require the SBA to create a detailed implementation plan of Government Accountability Office report recommendations to improve cybersecurity, project scheduling, IT risk management, and cost estimation.
H.R. 4495, SBA Fraud Enforcement Extension Act, would address fraud and abuse within the SBA’s Shuttered Venue Operators Grant and Restaurant Revitalization Fund programs by extending the statute of limitations on COVID-19 era fraud and abuse to 10 years.
H.R. 4549, the Office of Rural Affairs Enhancement Act, would update and strengthen the SBA Office of Rural Affairs by setting clear qualifications for the head of the office, the assistant administrator, and clarifying the responsibilities of the office to better serve rural small businesses.
